President Goodluck Jonathan said yesterday that his administration will bequeath to Nigerians, a better Nigeria in all sectors than he met it when he assumed office.

He spoke yesterday at the launching of the Nigeria Industrial Revolution Plan (NIRP) and the National Enterprise Development Programme (NEPED) at Banquet Hall of the Presidential Villa.
According to the President, the Nigeria Industrial Revolution Plan and the National Enterprise Development Programme will help to fast track the attainment of the goals of ensuring a strong economy and industrial base of the country.
He said the launch of the programmes were “targeted at transforming Nigerian businesses and changing the lives of the ordinary people. It will accelerate inclusive growth and job creation and save the drain on our reserve caused by importing what we can produce locally. 
“The Nigeria Industrial Revolution Plan, the National Entreprise Development Programme will also increase the impetus for our national transformation agenda by ushering in a new era of value addition, enterprise development and indusrialisation. I sincerely believe that the Nigerian economy must be developed into one of the most elements of national transformation.
“We have fundamentally reorganised the power sector by privatising 11 distribution and four generating companies and bringing in private sector capital and expertise. We have upgraded faciities within the Nigerian Aviation sector to standards never seen before in this country and we have started rail services that had been dormant for over 20 years.
“Our road network have also received unprecedented attention and improvement in the last three years. It is our expectation that the Nigeria Industrial Revolution Plan and the National Enterprise Development Programme will be major additions to these landmarks achievements,” the president said.
Describing the NIRP as the “the most ambitious industralisation programme ever pursued by our nation,”President Jonathan said the programme is aimed at accelerating investments in areas where “Nigeria’s comparative and competitive advantages can be better harnessed.

Gunmen suspected to be members of Boko Haram militants on Tuesday evening stormed Konduga Local Government Area of troubled Borno state where they wrecked harvoc killing many residents including vigilantee youth popularly called civilian JTF and security personnel.

The gunmen according to sources also set ablaze many houses, shops and vehicles before displacing over 1000 residents after abducting some of them mostly women and youth.
Konduga is about 45 kilometres away from Maiduguri, the state capital located on the off shores of the Sambisa forest which harbours a lot of terrorists’ camps in the state.
The Council area had in the middle of last year witnessed deadly attacks when some terrorists ambushed residents including worshippers at a mosque killing over 50 of them, after setting the mosque ablaze as well as the touching of residential houses and shops.
Spokesman of the 7 Division, Nigerian Army, Colonel Mohammed Dole confirmed the incident to newsmen, but pleaded that the casualty figure is yet to be ascertained as they are still compiling details.
” Yes there was an attack by suspected Boko Haram terrorists in Konduga Council Area yesterday evening, please give us time so that we will feed you back with details after we might have concluded our findings”. Dole said.

Reps Committee Confirms That Okonjo-Iweala Breached The Law
The House of Representatives on Tuesday confirmed that the Minister of Finance, Dr. Ngozi Okonjo-Iweala, breached the Fiscal Responsibility Act, 2007.

The House said the minister breached the Act by failing to attach the details of the budget of the 31 government agencies listed under the law to the 2014 budget currently before the National Assembly.
A six-man advisory committee, which the House set up on Tuesday last week to guide it on whether members should debate the budget or not, laid its report on Tuesday.
The committee noted that Okonjo-Iweala failed to comply with the provision of Section 21(II) of the Act, where she was required to attach the details of the budget of the agencies for consideration by the National Assembly.
Among the agencies, described as “big earners and spenders”, are the Nigerian National Petroleum Corporation; Central Bank of Nigeria and the Nigerian Port Authority.
The report observed that what the minister attached to the national budget was the “summary” of the budget of the agencies and not the detailed breakdown as required by law.
“As a committee, the documents attached to the budget do not fulfill the requirement of the Act because they contain just the summary. Section 39 of the Act even says a breach of the Act is criminal,” the Chairman of the committee and chairman, House Committee on Rules/Business, Mr. Albert Sam-Tsokwa, told members as he presented the report on Tuesday.
However, the committee further recommended that the budget debate should go on “in national interest” so long as Okonjo-Iweala would have provided the details before the budget was passed.
The committee argued that in spite of the established breach of the Act, the House would not stop the budget debate because it was equally an obligation under Section 81 of the 1999 Constitution for the House to pass the budget of the country.
Sam-Tsokwa spoke further,
“The breach of the Act was by the minister; there was a clear breach and the minister has to properly provide those details in compliance with Section 21 of the Act. It is the conclusion of the committee that the budget debate will go on for national interest while the minister complies with the law.”
Ruling on the report, the Speaker, Mr. Aminu Tambuwal, said the point of order raised by a member of the All Progressives Congress, Mr. Emmanuel Jime, was “sustained.”
It was Jime’s point of order that stalled the debate last week, as he had observed that the budget was in breach of the Act. Tambuwal ruled that the report would guide the House as members debated the budget.
The speaker had blamed the rush with which the budget was sent to the National Assembly without the details of the agencies on jostling for political office positions ahead of 2015.

The Defection Continues: Five APC Reps Defect To PDP

The defection drama in the House of Representatives was re-enacted on Tuesday as five members of the All Progressives Congress, (APC) decamped to the Peoples Democratic Party (PDP).
However, the PDP also lost one member to the APC. This was after allegations of huge financial inducement from the Presidency hit the defecting members from the PDP.
The Reps’ defection letters were read out at plenary by the Speaker, Aminu Tambuwal. Members from the APC who defected to PDP are – Honourable Lawan Shehu Bichi (Kano), Sani Ibrahim Doruwa (Zamfara), Ibrahim Shehu ( Zamfara) Umar Bature ( Sokoto) and Abdusalam Adamu ( Kano).
Isah Mohammed Ashiru, (PDP Kaduna State) defected to the APC.
Obviously, the current defection would no doubt affect the APC caucus claim to a majority in the House with PDP now having 178 members to APC’s 168.
Tambuwal, who announced the names of the defectors, said that, “I will read the letters communicated to me by my colleagues.”
But the Minority Leader, Femi Gbajabiamila, via a point of Order had protested that the Speaker was spending too much time reading the list of defectors.

ClemOgus: How are you sir?
DAVE: I am fine thank you.
ClemOgus: Are you Married?
DAVE: Yes am married to my university sweetheart. her name is omoye. She is from edo state and together we have two lovely kids name maro and mena.
ClemOgus: How will you describe your sojourn in the Entertainment Industry?
DAVE: it’s been rough and smooth. when I say rough, I mean the challenges one had to face while trying to climb to the top, and smooth when you finally get there. But having said that, it can be more challenging trying to maintain your stay at the top. it’s not easy men. but we give God the glory.
ClemOgus: When did you start your movie career?
DAVE: I started acting as a little boy, in fact right from my primary school days in Army children school,port harcourt.But i was introduced into nollywood proper in 2003 by jerry amilo. It was at a point in my life when i had narrowed my flair for entertainment to acting and was looking for the right person to guide me through.we exchanged numbers and i remember he called me up for my first film where i played two scenes. the title of the film is LIVING WITH MY LANDLORD.I was so excited playing along side ALEX OSIFO that i even had to neglect a test in school to honor the invitation. But i didn’t stay for long,i left nollywood 6 months later because of the financial cost of travelling from Benin to enugu.I came back 2010 and since then,it’s been good for me.
ClemOgus: How are you doing so far in the Movie Industry?
DAVE: I was not fortunate to be featured as a lead or sub lead actor at my early stage in nollywood like some of my colleagues.I have played the palace guard role and minor roles popularly called “waka pass” that has little or no relevance in the movie whatsoever.But because i knew what i wanted,i was patient and endured for years while trying to prove my worth. today i can confidently say i am doing well in the movie industry.
ClemOgus: What is the highest point of your career so far?
DAVE: Well it depends on what you mean by that. to me i cant really tell what the highest point of my career is at this stage i find myself because much have been achieved and more are yet to be achieved. But then, there are some events that i will say stood as an encouragement to me. In 2011 i was a cast in a movie titled ‘MY AMERICAN FUND”. It was directed by a united state based director.her name is ayana saunders.produced by ceazer and the D.O.P was swedish american called james castilo. It will be screened in the forth pan Africa film festival in los angeles on February 11th and 23rd. and i have my invitation already. In 2012 I was appointed by the federal government as the co ordinator for delta central senatorial district of it’s youth empowerment programe(IYEP). That same year I was honoured with the “south south achievers award”.i have also been penciled down for another award by the association of Nigeria fashion designers.these wouldn’t have been possible if not for God and what is he has used nollywood to turn me into.
ClemOgus: Do you have a mentor?
DAVE: Richard mofe damijo has been really inspirational. despite the fact that he is my boss presently and I see him more often than before, I still hold him in high esteem and take out time to see his movies. He is too much and you will agree with me if I say we are yet to find his type in nollywood.Mercy Johnson and uncle olu Jacobs have been very encouraging too.Also majid,francis duru and yul edochie for their advice.
ClemOgus: If you take a trip down memory lane, would you say everything is working according to plan?
DAVE: Yes of course. everything is working accordingly just told you how I started with one scene popularly known as “waka pass” to make it worse I had to sleep on the floor at macdevos hotel and naiko hotel both in enugu,I use to join the location Bus uninvited to each location waiting for someone to disappoint and see if they could consider me for the role. a welfare co -odinator once dragged a plate of rice from my hand that has already been eaten half way because my name was not on the cast list. But today,the story is different.i now do movies that the story line are centered around my characters. “MOTHER’S BETRAYAL” and TROUBLED KING for instance. These are movies that brought me to limelight and are still doing well in the market. so my brother,I will say everything is working according to plan.

ClemOgus: What don’t you fancy about being an Actor?
DAVE: Fame. Are you surprise? Fame brings both the good the bad and the ugly. The moment you become famous, you cant live a normal life anymore because they are principles guiding the famous.So when you go out to buy something, they charge you 5 times the actual amount. Even if you pay, they seize your change. and when you request for it, they tell you, chairman I hail o.! they don’t want to see you trek, when they see you drinking sachet water they are shocked was driving from enugu to asaba some day and was stocked on the niger bridge you know. I was thirsty and the only available water that day was the normal sachet water.i popped up my pidgin hole,brought out a fifty naira note and bought a sachet.the next thing I heard was voices of some young ladies who screamed. “haba. Actor, you still dey drink pure water?.it was funny you know. I had to order for soft drink for everyone in the bus.you can’t eat in public places. some people do not even know when you are in the mood or trying to concentrate. they request to take a picture with you and when you decline, they see you as a deviant or being wicked. But then there is the sweet part about being famous. for instance the first time I took a trip to Ghana,right from the aircraft where I came in contact with the former first lady of Liberia.Mrs Charles tailor.she personally told me she likes my movies and that she is now a senator too.even when I landed kotoka international airport, to the church, at labadi beach,to Vienna lounge, the reception and hospitality was overwhelming.
ClemOgus: if you were not doing acting what would you have commit to?
DAVE: I love photography and it’s what i have been doing professionally before nollywood came to play.i would have love to be a D.J too. Or maybe a music producer.
ClemOgus: How many days does it take to shoot a Nigeria home video?
DAVE: It depends hear people say Nigeria movies takes just 2 days to shoot. Let them try and see. Usually it takes 2weeks and more when the unforeseen occurs. maybe lack of location or artist disappoints then it exceeds. but give and take two weeks if everything goes well.
ClemOgus: How long should a scene take?
DAVE: A scene should not be more than one minute. so if you are doing a film of 120minutes,it should be and not more than 120scenes except for the adverts or interlude.

Alison-Madueke Orders Agencies To Work With NEITI

The Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, on Tuesday directed agencies under the ministry to collaborate with Nigerian Extractive Industries Transparency Initiative (NEITI) for audit and revenue recovery.
Alison-Madueke gave the directive at the Public Enlightenment Workshop on Oil and Gas Industry Audit for 2012, organised by NEITI in Lagos.
The minister also urged other stakeholders to cooperate with NEITI in the ongoing audit by providing timely information and data to the agency.
“One of the cardinal points of President Goodluck Jonathan’s administration was the passage of the Petroleum Industry Bill (PIB) that is to ensure transparency, accountability and constructive reforms in the oil and gas industry. “I’m delighted that NEITI has valuable contributions on the bill.
“Clearly, my presence at this event today justifies that my ministry, department, parastatals, agency, NNPC and all its subsidiaries are in full support of NEITI audit process.
“This is true measure of transparency and accountability in the oil and gas industry. We shall continue to provide the requite support to NEITI,’’ she said.
Alison-Madueke said that NEITI’s audit had identified that some payments had been under assessed and under payment of taxes and royalties in the oil and gas industry.
She charged agencies and department under the ministry to work closely with NEITI in the recovery of all revenues due to Federal Government. “Let me say that NEITI reports are vital instruments which government will continue to work with.
“As a result of the important work of NEITI, an inter-ministerial taxes team has been reconstituted by Federal Government to implements and address all the remedial issues and identify outstanding government revenues,” she said.

Suntai Is Disgracing His Office And Should Be Impeached - NHRC
The members of the Taraba State House of Assembly has been told to begin impeachment process against Taraba State Governor Suntai Dambaba.
The Nigerian Human Rights Community, (NHRC) described the governors recent action as ‘embarrassing' in a recent statement issued to reporters and the public the human rights coalition also called on the Presidency to institute a public inquiry to determine the state of the governor’s health, saying that this was necessary to save the governor from the peril imposed on him by “his self-serving aides and rookies.”
According to the group, the public inquiry should include the civil society, judiciary, the Nigerian Bar Association, (NBA), the Nigerian Union of Journalists, (NUJ) and even the police. “What we see in Taraba is exactly what Nigerians witnessed during the reign of the late President, Umaru Yar Adua,” the statement read.
“We wish Governor Suntai long life, and we feel strongly that the best way to further prolong his life, is for him to stay off the strenuous duties associated with the office of a state governor.” He should resign, the statement read, “or the House of Assembly should show him the exit door (it is) in his own (best) interest.”
The bold statement, issued on Thursday, was signed by the Assistant Executive Secretary of the group, Dr Olu Suleiman, and included the signature of the coalition’s Northern regional Coordinator, Naseer Abdulahi. Suleiman had said, aides of the state governor have put the people of the state “in a very difficult situation,” thereby undermining the political and economic development of the state.
Taraba, according to the human rights coalition, has been “a theatre of the absurd” since the state governor had returned from overseas medical trip, after a crash in his small private plane. The group, in strong language said, “a tiny cabal is ‘fronting’ for the governor, making decisions on his behalf and, essentially, “stage-managing the series of his ‘phony public appearances,’ including, but not limited to, “manipulated TV showmanship.”
There was no detail in the written statement offering the public examples of ‘showmanship,’ naming of specific dates of ‘staged’ appearances, yet, their statement was strong in calling for the governor to step down. The NHRC said Suntai’s aides are conducting a serious disservice to the integrity of the ailing state governor, by over-stressing him beyond his physical capabilities. “It is really a shame that a cabal is holding the people of Taraba state to ransom.
The Governor’s public appearances have been consistently stage-managed by hangers-on who benefit from his ill health. The best way to save Nigeria from this embarrassment (in governance,) is to impeach the governor and allow him to go, and commit full attention to his health.”
The NHRC stated further that “governance, public administration, and the state of affairs in Taraba state have become “an embarrassment,” to both the local government, and international community. The Taraba state governor has been ill and (lacks control of his mental faculties,) that the whole world knows. “A cabal insists that all is well,” the statement read. “It appears that the Governor cannot do anything on his own at the moment. We call on the Taraba state House of Assembly to commence the impeachment process against the governor.”
