Speaker, House of Representatives, Aminu Waziri Tambuwal has said he cannot stop members of the Peoples Democratic Party (PDP) in the lower legislative chamber of the National Assembly from defecting to other political parties.
He made this known at the 11thAnnual Daily Trust Dialogue with the theme, “Incumbency and impunity in politics-safeguarding our democracy beyond 2015” yesterday in Abuja.
Various speakers at the dialogue including a former President of the Civil Liberties Organisation, Ms. Ayo Obe; a former Chairman of the Transition Monitoring group, Festus Okoye, and a Senior Fellow at Centre for Democracy, Dr. Jibrin Ibrahim, expressed fears about the rising level of impunity in the country ahead of the 2015 general elections.
Tambuwal, who was represented at the event by the deputy spokesperson for the House, Mr. Victor Ogene, said faulting the Speaker for reading the letter by members, who defected from the PDP to the All Progressives Congress, was an “encouragement of impunity”, was inappropriate.
According to him, “All of us know that no fewer than four governors had defected from their political parties and issues were not made out of it. If some members, representing different federal constituencies decide to defect, I don’t think it is right for anybody to expect Mr. Speaker not to read the correspondence that comes to his table.
“He is first and foremost an embodiment and expression of the will of all members of the House”.
Ogene also faulted the 100-page letter written by the Minister of Finance and Coordinating Minister of the Economy, Dr. Ngozi Okonjo-Iweala, in response to the 50 questions given to her by the House Committee on Finance.
He said: “If as a student you are asked to give four examples of a particular question and you go ahead to show your expertise by giving 12, I am sure you might even fail that subject.
“The minister was ably requested to give answers to 50 questions surrounding the management of the Nigerian economy. In writing a 100 page letter, she had probably written two pages as answers to one question. But as a House we are still expecting answers to those questions which form the fulcrum for the preparation of the 2014 budget.
“It is only in this part of the world that a minister can talk of being harassed by a parliament. It is the duty of the parliament to hold the executives accountable to the governed and we will continue to do that”, he said.

The Nigeria Governors’ Forum (NGF) led by governor of Rivers State, Rotimi Amaechi on Thursday called on the National Assembly to engage a credible foreign firm to carry out a comprehensive independent forensic audit of the alleged missing $49.8 billion (N8.5 trillion) from the Federation Account.
Their call for a probe into the purportedly missing sum, which represents about 76 per cent of the value of crude oil lifting between 2012 and July 2013, according to the Governor of the Central Bank of Nigeria (CBN), Lamido Sanusi Lamido, comes on the backdrop of the inability of the Nigeria National Petroleum Corporation, NNPC, Federal Ministry of Finance, Petroleum Ministry, Federal Inland Revenue Service, FIRS, and CBN to reconcile the books as $10.8 billion is still yet to be properly accounted for.
Reading the communiqué of the meeting held in Abuja that ended in the early hours of Thursday, Amaechi noted that declining state revenue being witnessed by the government is not unconnected with such financial diversions.
He said: “We, members of the Nigeria Governors’ Forum (NGF), at our meeting today, at the Rivers State Governor’s Lodge, Abuja, deliberated on a number of issues and resolved as follows: On the issue of the missing $49.8 billion (N8.5 Trillion) or equivalent of two years of the National Budget, there is no evidence that this amount was paid into the Federation Account or duly appropriated.
“We accordingly call on the National Assembly to institute a comprehensive independent forensic audit by an international reputable firm. We fear that the recent decline of State Revenues is not unconnected with the financial diversion”.
The Forum also maintained that the Federal Government is in breach of the Fiscal Responsibility Act by failing to consult with states before forwarding the Medium-Term Expenditure Framework (MTEF) to the National Assembly.
It also noted that the National Economic Council (NEC) meeting has not held in the last four months.
Amaechi said: “In clear breach of the provision of Section 11, Part II of the Fiscal Responsibility Act, 2007 which requires the Federal Government to hold consultations with states before the Medium-Term Expenditure Framework (MTEF) is laid before the National Assembly; consultation with states on the MTEF and Fiscal Strategy Paper (2014-2016) did not hold.
“The National Economic Council (NEC) meeting where issues of this nature would have been discussed last held four months ago”.
The Forum also decried the recent violent attacks and killings that took place in Borno State and the attack on the father of Governor Rabi’u Musa Kwankwaso of Kano State.
On attacks in River State, the Forum said: “We also condemn the flagrant violation of the rights of citizens to freely assemble in Rivers State by the Nigerian Police; the excessive use of force against unarmed citizens in the exercise of their fundamental rights and the shooting of Senator Magnus Abe.
“The financial irregularities relating to public accounting, the lack of compliance with the Fiscal Responsibility Act, 2007, and the recent security breaches are not unconnected with the refusal of the Federal Government to convene meetings of statutory institutions created in the Constitution such as the National Economic Council (NEC), the Council of State, the Nigeria Police Council and meetings of the Federation Account Allocation Committee (FAAC). We urge a return to the path of constitutionalism”.

Bishop Okeke received a cheque of N100 million from Obi on Friday at Our Lady of Lourdes Hospital, Ihiala for ongoing projects at the Hospital, as well as another cheque of N30 million for the Maternity and child care complex at Azigbo. 
The Bishop also praised Obi for keeping his words and using money meant for the state for the provision of infrastructure in the state.
It would be recalled that two days ago, the Governor also presented a cheque of N100 million to Archbishop Valerian Okeke for on going work at St. Charles Borromeo Hospital Onitsha. 
According to his words, other hospitals in strategic partnership with the Government of Anambra State will receive theirs as part of the “final push” by his Government towards achieving the Millennium Development Goals by the year 2015.

The Governor of Adamawa State, Murtala Nyako, said he would not return to the Peoples Democratic Party (PDP) despite resignation of the National Chairman of the party, Alhaji Bamanga Tukur.
Gov. Nyako confirmed his stance while briefing the newsmen at Yola International Airport, Adamawa, on January 17, 2014, Friday.
“The resignation of Bamanga Tukur is not a condition of my return to PDP.
“Some of my reasons for not returning are that the party has become an empire of impunity and lawlessness,” he said.
He said his decision to team up with the All Progressives Congress (APC) was not just for personal interest, but in the interest of the country and democracy.
It would be noted that both Nyako and Bamanga Tukur are from Adamawa State. The duo had a bruising battle over Tukur’s plans to make his son the next governor of the state, in succession of Nyako.
Gov. Nyako is the second defected PDP governor, who openly confirmed no return policy. On Thursday, Governor Aliyu Wammako of Sokoto state also ruled out rejoining the PDP that he left to join the opposition APC.

Chief Adebayo Alao-Akala further noted that the Peoples’ Democratic Party in Oyo State was united, adding that individual interest could override that of the party.
The former governor, who is still facing graft charges in court, said that the party in the State would soon get it right and make its plans known to the people.
“When the chips are down and the time comes, we will separate the men from the boys or the boys from the men,” he said.

The Governor of Imo State, Rochas Okorocha, said in the communiqué after holding a meeting that the governors wanted the two houses in the assembly to protect the rights and privileges of members to choose parties of their choice.
Gov. Okorocha, who is also the Chairman of the APC Governors Forum, said the forum also wanted the Independent National Electoral Commission to make adequate preparations for the forthcoming polls in Ekiti and Osun.
The APC governors want INEC to ensure that the elections are free and fair.
He further noted that the forum was also concerned about recent developments in Rivers in relation to the reported cases of police brutality, condemned the conduct of the police in the state.
Gov. Okorocha also made his own comments on the resignation of the National Chairman of the Peoples’ Democratic Party, Alhaji Bamanga Tukur.
He declared that it would not affect the gains of the APC, and none of those who defected to the APC would go back to the PDP, even with Tukur’s resignation.
“The reason why they left was not because of Tukur, they left because PDP has not fulfilled the aspirations of the people,” Gov. Okorocha said.
Besides Gov. Okorocha, the list of Governors present at the meeting included Babatunde Fashola (Lagos), Kayode Fayemi (Ekiti), Rauf Aregbesola (Osun), Tanko Al Makura (Nasarawa), Ibikunle Amosun (Ogun), Rotimi Amaechi (Rivers) and Gov. Abiola Ajimobi (Oyo).

The All Progressives Congress, APC, in Ogun State witnessed a terrible scene when terror was unleashed by some unidentified armed men during a political gathering yesterday.
The armed men reportedly attacked the supporters of  Senator Gbenga Obadara, who represent  Ogun Central senatorial district; and Kunle Adeyemi, a member of the House of Representatives, representing Ifo/Ewekoro constituency.
The Attack took place at 1:38 pm in Wasimi, Ewekoro Local Government Area of Ogun State.
The heavily armed thugs, arrived the venue of the meeting, which was convened by Obadara to sensitize the people in the area about the forthcoming membership registeration of the APC, and barricaded the area awaiting the arrival of the senator and his supporters.
On arrival, the senator was warned not to go into the venue. attempts of the senator to go against their warnings resulted in them opening fire on him and his supporters.
Eight members of the party and a police orderly, Sergeant Sunday Akinbode, were hit by the gunshots.
Several other people were also injured in the attack.
The victims were rushed to medical centers in the area for treatment.

Bamanga Tukur, who finally resigned as the National Chairman of the Peoples Democratic Party, PDP, yesterday advised members of the party to consistently pursue good governance as this is a basis for retaining the peoples trust and confidence.
Speaking during the 63rd National Executive Committee, NEC, of the party which was also his last official engagement as National Chairman of the party, Tukur called on PDP members to imbibe the mission and vision of the founding fathers of the party. He said this is necessary to regain the party’s fading glory.

According to Tukur, a decline in the nationwide support of the PDP is to be expected. He therefore advised members of the party to prepare to and make the necessary sacrifice required to grow the party, adding that the PDP as a ruling party must take its leading position seriously, and it is only by upholding internal democracy, transparency, fairness, and probity in all its dealings; as well as delivering good governance and service that impacts positively on the life of the people that the ruling party can reinvent itself.
“PDP has performed and the prospect for the party remains good, while current challenges are surmountable. We must constantly strive to fulfill our manifesto on the basis to which our mandate to govern derives, and on that we shall be judged,” he said.
He also warned that the seats being occupied by lawmakers in the legislature belong to political parties, not the individuals occupying them.
He however advised members of the party to avoid unnecessary disagreements and conflicts which will eventually affect the party and expressed his gratefulness for the opportunity to have served as to have served as the chairman of the party.

President Goodluck Jonathan has given a firm commitment to the international community that the 2015 elections will be freer and fairer than the 2011 general elections.

Speaking at a reception for the diplomatic corps in Nigeria, President Jonathan called for international support for the Independent National Electoral Commission (INEC) to realize the goal of surpassing the benchmark attained in 2011.
The cocktail reception on the lawns of the Presidential Villa in Abuja, is an annual ritual during which the president interacts with the diplomatic corps in Nigeria.
The president used the occasion to intimate the diplomats on preparations towards the 2015 general elections and to assure them on his determination to set a benchmark for free and fair elections.
“The general elections will take place early next year but the processes that will lead to the elections will commence this year. Parties will select their candidates through primaries this year, campaigns will commence this year, so this year will be full of activities. And I know that there is some apprehension with the elections.
“Let me reassure you that the general election that will come up next year will be better than the elections you witnessed in 2011. As we progress into the year, some of these tensions will come down.
“At the beginning of the electoral processes in most countries, especially developing nations, tensions use to be quite high even in developed countries. That is what we are witnessing now, but all these will come down. We will make sure that we maintain peace and security and that elections are conducted in the manner that will be seen as free and fair by everybody”, he said.
He told the diplomats that “I am placing before you to communicate to your organisations and countries that we still need your assistance to make sure that the INEC conducts elections that are even better than the ones they did in 2011.”
On global terrorism, the President said national and global development was being hampered by the menace of terrorism, adding that in 2014, sustained efforts through dialogue and other means must be mounted against terrorism.
On the forthcoming national confab, Jonathan said it was imperative since Nigerians feel that the 1999 Constitution that was midwifed by the military and still in place today, was not properly and fully deliberated upon or screened by the people.

Politicians are known to be boastful. The former National Chairman of the ruling Peoples Democratic Party, Alhaji Bamanga Tukur, is not an exception.

Even when it was clear that the drummers who were playing music for him had since dropped their drums and were no longer ready to sing his praises, Tukur soldiered on. He believed that the tide could still change and he would retain his much-treasured exalted position.
Thus, when he had even dropped his resignation letter, Tukur said he was still in power. He told the unsuspecting journalists at the State House that he had not dropped his resignation letter.
Perhaps, he had thought that the tide could still change and those who wanted his downfall would have a change of heart. How wrong he was.
While he was not sleeping, his enemies were also planning. Just as he set up a panel of eminent persons from his home state to reach out to  Governors Jonah Jang of Plateau State, and Godswill Akpabio of Akwa Ibom State, his enemies were also plotting how to thwart that move.
The two governors were picked for strategic reasons. Those reasons, according to investigation, included the fact that Jang is heading a faction of the Nigeria Governors Forum, which is recognised by President Goodluck Jonathan while Akpabio is the chairman of the PDP Governors Forum.
The committee was made up of retired Air Commodore Dan Suleiman, General Anthony Haladu Hanaiya, Dr. Umar Ardo and Wilberforce Juta.
Before the committee could reach the two governors, Tukur’s enemies had mobilised the 37 state chairmen of the party, who at an emergency meeting, passed a  vote of no confidence in him.
One of the chairmen, who spoke but asked not to be named, said with this decision, Tukur would have no option but to resign before or at the National Executive Committee meeting that was held in Abuja on Thursday.
He said, “You can see what we have done tonight. The passing of vote of no confidence in Tukur signifies the end of his tenure. We are going to meet with the President tomorrow and tell him our resolution. We won’t allow him to kill the party before asking him to leave. Enough of this rubbish.”
As this was going on, majority of the members of the National Working Committee of the party, which Tukur was heading, were also laying ambush for him. They had refused to be part of the meeting he called on Monday.
Our correspondent, who was at the national secretariat of the party in Abuja, observed that majority of the national officers of the party were within the premises but refused to honour the meeting called by Tukur. Tukur was however joined by three other officers namely, National Secretary, Prof. Wale Oladipo; National Treasurer, Bala Buhari; and the National Auditor, Mr.  Adewole Adeyanju.
But the four party officers were unable to deliberate on any issue because they didn’t form the needed quorum as stipulated in the party’s constitution. The NWC consists of 12 people and to form a quorum, eight of them should be in attendance at the meeting.  Part V111 (4) of the constitution says that “The quorum of the National Working Committee meeting shall be two-third of membership drawn from at least two third of the zones in the country and a simple majority shall pass any motion.”
Investigations showed that after waiting till 12.43pm, Tukur  decided to call off the meeting. He drove in his convoy with his security details out of the party secretariat around 12.46pm. The national chairman refused to acknowledge greetings from security men and employees of the party while leaving. However, as soon as the national chairman left, other national officers of the party, apart from the Deputy National Secretary, Mr. Solomon Onwe, called another meeting where they met briefly.
Onwe, who was seen briefly within the party’ secretariat, was said to have “cleverly left” as he was said not be seen to be fraternising with any of the groups. Those in attendance at the second meeting were the Deputy National Chairman, Prince Uche Secondus;  National Youth Leader, Abdulahi Mainasira; National Publicity Secretary, Chief Olisa Metuh; National Financial Secretary, Mr. Bolaji Anani; National Organising Secretary, Alhaji Abubakar Mustapha; and the National Legal Adviser, Mr. Victor Kwon.
Tukur had stepped on so many toes in his short stay in office. Apart from the numerous grudges by the NWC members over his leadership style which they silently described as being high-handed, he was also accused of not holding meetings regularly and not carrying them along while taking major decisions like the sacking of state executives, equating his (Tukur’s) personal assistants with them and others.
Before then, the five governors that defected from the party had also complained about his leadership. The governors, Rotimi Amaechi(Rivers); Rabiu Kwankwanso (Kano); Murtala Nyako(Adamawa); Abdulfatah Ahmed (Kwara); and Aliyu Wamakko (Sokoto) had defected to the All Progressives Congress, claiming that the leadership of the PDP was autocratic. Few weeks ago, 37 members of the House of Representatives also left the PDP to join the APC while 27 out of the 30 members of the Sokoto State House of Assembly also left the ruling party.
Even with this, the governors of the party and the Presidency were not moved. However, it was learnt that Tukur incurred the wrath of the governors when he started courting the enemies of some of the serving governors with the hope of giving them the party’s governorship ticket in 2015.
The governors became apprehensive, thinking that they might not be allowed to have a say in who succeeds them. That was the last straw that broke the camel’s back. The governors met, took a decision that it would be suicidal for them if they would not have any say on who succeeds them.
That was why they joined hands with Tukur’s enemies and supported those clamouring for his removal. When they did, the pleas by his supporters led by the wife of the President, Mrs. Patience Jonathan, were ignored. Now, Tukur has joined the league of former national chairmen of the party who left office unceremoniously.

photoPresident Goodluck Jonathan yesterday, sent packing his service chiefs and appointed new ones in their place.
Investigation conducted by a national daily revealed that the President's became necessary because of the cold war going on among the service chiefs, which has affected the counter-insurgency war in the Northeast against the Boko Haram sect. There were reports that the then chief of defence staff, Admiral Ibrahim and some of the service chiefs were having issues. This had led to the then chief of army staff, Lt. Gen. Ihejirika’s (who had been after his job) scheming against him and in the process, hijacking the prosecution of the war against terrorism.
According to a reliable source, when President Jonathan declared a state of emergency in Adamawa, Borno and Yobe, the CDS was mandated to preside over the prosecution. “But since it is the army that constituted most of the Joint Task Force operation team, the Army Council wanted to be in charge and this was allowed by the Presidency. The JTF was sacked; the army chief took over the war and set up the 7 Division of the army in Maiduguri. Although Ihejirika claimed setting up the 7 Division would bring the war to an end, it has not.”
Another source said whenever there was a victory over the insurgents, the army, through the 7 Division claimed the victory and this did not go down well with other security agencies like the Nigerian Air Force who are also deeply involved in the operations.
Another security source also disclosed that Ezeoba, though relatively new on the seat, was removed as a result of the seemingly endless oil theft in the Niger Delta where he hails from.
On why the president did not wait for NASS approval of the new service chiefs as directed by the Federal High Court in Abuja, a source said that it was due to the sensitivity of security and for political expediency.
The special adviser on media however said that Jonathan had briefed the leadership of the National Assembly before appointing the service chiefs.
